Workshop: Stateless Within the State – Informal Law and Migrant Labor Control

This workshop examines how informal law and social networks shaped migrant labor control after the end of the Bracero Program. The discussion focuses on the creation of “green card commuters”—workers granted permanent residency but restricted from settlement—and the administrative practices that sustained this system. It highlights how employers and agencies used regulatory loopholes to maintain a mobile workforce and how labor organizations responded through grassroots enforcement strategies. The session reframes permanent residency as a mechanism of control rather than integration, revealing its role in sustaining a transnational labor regime built on mobility without settlement.
